Urban Farmer

A proposal to create a farm in the city center, which is rented out in portions for free to local citizens (priority is given to economically disadvantaged people). Allows anyone to become "farmers" with minimal prior investment. Produce belongs to the "farmers", which can be sold for profit at markets held on site.
