A proposal that aims to counter the increasing homogenization of cities, by introducing popup facilities that each offer services reflecting the "uniqueness" of its neighborhood. Twitter feeds are analyzed to extract the distinctive qualities of each region in Tokyo; organizers willing to provide services in line with the derived qualities are solicited through a public process.
